"Read & Publish" Agreements
TÜBİTAK ULAKBİM + WILEY Transformation Agreement (Read&Publish)
 
Within the scope of the EKUAL Project carried out by TÜBİTAK ULAKBİM, access to electronic journals belonging to Wiley publishing house has been provided since 2018. The current 2022-2024 Wiley agreement, which is an access (Read) agreement, has been transformed into the “Read & Publish” model to cover the 2023-2025 period.
 
Within the scope of the agreement in question, there is an "annual OA article publishing quota". Considering the last five years' data, it is predicted that the AE article quotas within the scope of the agreement will cover more than half of Wiley publications with TR addresses. In case the annual OA article publication quota is exhausted, if the author of the relevant publication wants to have his article published as OA, he or his funding institution must pay the APC fee. It is sufficient for one of the authors of the publication to be provided with OA support, which is in the journal group and publication type mentioned above and has the right to publish AE articles within the quota, to be an employee of an EKUAL Member institution and to have the name of the member institution mentioned under its name in the publication.
 
If our researchers want to have their articles published as OA, it is important for our researchers to register their corporate e-mails in the application forms when applying to Wiley for the smooth functioning of the AE approval processes.

About Springer Nature Open Access Agreement (Read & Publish)
 
Within the scope of the EKUAL Project carried out by TÜBİTAK ULAKBİM, access is provided to more than 2,300 electronic journals of Springer Nature publishing house. The current 2022-2024 Springer Nature agreement, which is an access (Read) agreement, has been transformed into the “Read & Publish” model as of January 1, 2024, covering the period 2024-2026.
 
Within the scope of this second "open access article publishing agreement" at the national level, all EKUAL member institutions in Turkey will continue to provide access to more than 2,300 e-journals of Springer Nature publishing house. In addition, publications of the authors of EKUAL Member institutions in the types of "Original Article", "Review Article" and "Continuing Education" in the Q1 and Q2 Group Springer Nature Hybrid Journals in the Web of Science (SCI, SSCI, AHCI) are within the scope of AE support. It will happen. It will be possible to publish "Open Access" publications sent and accepted to the Springer Nature hybrid journals within the scope of which the corresponding author is an EKUAL Member, without paying the Article Processing Fee (APC), if the author wishes.
 
Within the scope of the agreement in question, there is an annual OA article publishing quota. If the annual AE article publication quota ends, the author of the relevant publication will have to pay the APC fee himself or his funding institution if he wants to have his article published as OA.
 
According to the terms of the agreement, there will be no "OA article quota allocation" for institutions. The publication of the responsible author, whose article is accepted in the journals in question, will be queued according to the order of arrival of the publication, if the author wishes, and if there is a quota, ULAKBİM will approve the articles that meet the criteria for OA publication.
 
The list of journals for AE article publishing support (valid between 01.01.2024 and 31.12.2024) is attached. The Q1/Q2 list, which will be published in JCR on 01.07.2024, will be valid until 31.12.2025.
 
It will be sufficient for the corresponding author of the publication that is in the journal group and publication type mentioned above and for which AE support will be provided in case of quota, to be an employee of an EKUAL Member institution and to have the name of the member institution mentioned under its name in the publication.
 
 
When applying for articles, using corporate e-mails is important for the smooth functioning of AE approval processes.
